   Well it is on top of an old bridge and there is a small stream under it. I wonder if maybe it somehow controls the flow of water? If you notice the padlock on it looks new so I wonder if it this thing still works and is used?

   I think you are right. this must control some sort of barriers that control the flow of water. I find rust delightful!
